Odisha Staff Selection Commission has published a combined technical services recruitment examination, CTSRE-2025 under advertisement number IIE-92/2025/5925/OSSC. Odisha Recruitment 2023: The much-awaited recruitment drive will fill up 646 vacancies for regular government jobs in various state departments of Odisha. The notification also gives a well-defined career path and offers a big opportunity for technical diploma holders and media professionals to get stable and well-paying jobs in the state government. The majority of the vacancies are for the Junior civil engineer position, with a few specialised roles, such as architectural assistance, junior draughtsmen and technical media like cameramen and sound recorders. Eligible candidates between the age of 21 and 42 years can start their online registration process from May 30, 2026 and the last date to apply will be July 2, 2026. Age limit: 21 to 42 years. Upper age relaxation apply as per government rules. Five years for SEBC/SC/ST and women, 10 years for PwD. Educational qualifications. - Junior Civil Engineer: Diploma in Civil Engineering or an equivalent recognised qualification. - Architectural Assistant: Diploma in Architectural Assistantship. - Junior Draughtsman/Tracer: HSC/10th or 12th Standard with NTC Pass in Draughtsman (Civil) and Skills in Computer Applications/AutoCAD. - Media/technical post (Cameraman, sound recordist, etc.): 12th pass along with a relevant degree or diploma in cinematography, sound recording or related fields.

The written examination is divided into two parts: a non-technical preliminary exam to filter candidates, followed by a post-specific technical main exam. Stage 1: Preliminary Examination (Qualifying) Mode of Exam: Online (CBRE) or OMR-based sheet. Question Type: Multiple Choice Questions (MCQs). Negative Marking: 0.25 marks will be deducted for every incorrect answer. Stage 2: Main Written Examination Eligible Candidates: Shortlisted based on Prelims performance (usually 2 to 3 times the number of vacancies). Focus: Specialization paper based on the specific core discipline applied for (e.g., Civil Engineering for JE posts). Negative Marking: 0.25 or 0.50 marks depending on the per-question mark weightage specified in the individual question booklet.

Part 1: Preliminary Exam Syllabus (Common to All Posts) The preliminary examination checks general aptitude and awareness. The level of difficulty for mathematics and data interpretation is aligned with the 10th Standard / Matriculation level. - Arithmetic: Number System, Simplification, Decimal & Fractions, LCM & HCF, Ratio & Proportion, Average, Percentage, Profit & Loss, Simple & Compound Interest, Time & Work, Time, Speed & Distance, Mixture & Alligation. - Data Interpretation (DI): Bar Graphs, Line Charts, Pie Charts, Tabular Data, Caselet Tables, Data Sufficiency. - Logical Reasoning & Analytical Ability: Verbal and Non-Verbal Reasoning, Analogies, Syllogisms, Coding-Decoding, Blood Relations, Direction Sense, Seating Arrangement, Venn Diagrams, Decision Making, Series completion. - Current Affairs: Current events of National and International Importance, major events related to Odisha's sports, economy, schemes, and awards. - Computer & Internet Awareness: Fundamentals of Computer Hardware & Software, Operating Systems (Windows), MS Office Suite (Word, Excel, PowerPoint), Internet Protocols, Networking Basics, Cyber Security, and Web Technologies. Part 2: Main Exam Syllabus (Post-Specific) The technical syllabus focuses primarily on standard diploma-level or degree-level specialized course criteria. For Junior Engineer (Civil): The civil engineering evaluation relies deeply on standard state technical board concepts: - Structural Mechanics: Structural principles, forces, center of gravity, simple stresses and strains, Hooke's law, elastic constants, complex stress systems. - Building Materials & Construction: Properties, testing, and uses of timbers, bricks, cement, concrete mix design, mortar, plastering, and flooring types. - Surveying: Linear measurements, chain surveying, compass surveying, leveling, contouring, tachometry, curve setting, and advanced surveying equipment (Theodolite, Total Station). - Transportation Engineering: Highway planning, geometric design of roads, pavement materials, traffic engineering, and basic railway/airport engineering. - Fluid Mechanics & Hydraulics: Fluid properties, hydrostatic pressure, flow measurement, open channel flow, and hydraulic machines (turbines and pumps). - Environmental Engineering: Water supply systems, water quality parameters, sewage collection and treatment, air and noise pollution basics. - Estimation, Costing & Project Management: Types of estimates, rate analysis, tender preparation, CPM, and PERT networks. For Media & Other Specialized Posts: - Architectural Assistant: Architectural design principles, building services, history of architecture, computer-aided drafting (AutoCAD), and town planning concepts. - Media Posts (Cameraman / Editor / Sound Recordist): Principles of cinematography, camera lenses, multi-camera setups, lighting techniques, linear and non-linear video editing software basics, audio frequencies, acoustics, sound mixing, and AV production workflows.

To be eligible for any state cadre position under the Government of Odisha, candidates must meet a specific language proficiency criteria. You must satisfy at least one of the following conditions: - You must be able to read, write, and speak Odia fluently. - Passed Middle School Examination with Odia as a language subject. - Passed Matriculation (10th) or equivalent examination with Odia as a medium of examination in a non-language subject. - Passed in Odia as a language subject in the final examination of Class VII or above from a school recognized by the Government of Odisha or the Central Government.

If two or more candidates secure equal aggregate marks in the Main Written Examination, their merit ranking shall be decided in the following order of hierarchy: 1. More Marks in Technical Paper: Preference is given to the candidate having more marks in the respective domain/technical test of the Main Exam. 2. Date of Birth:- In case of Tie, the Candidate Older in Age will be ranked Higher on the merit list. 3. Alphabetical Order: If the tie is not resolved, names will be ordered alphabetically by their certificates. Merit-Cum-Preference Allotment Candidates applying for posts with multiple departmental allocations (like Junior Engineer Civil spread across 3 different departments) in the online application process will have to log their preference of department. Final allocation will be strictly based on your merit rank along with the choices locked by you. Once a department or post is allocated, no request for adjustment or transfer shall be entertained by OSSC. Result Normalization Policy Taking note of the fact that the Preliminary Examination (and the Main Exam for the categories having heavy subscription) may be conducted in multiple shifts/batches with different sets of question papers, OSSC has adopted a common Normalisation Formula (published vide Notice No. 2444/OSSC). This mathematical scaling ensures that the varying levels of difficulty of multiple exam slots are fairly balanced out before final cutoff parameters are drawn.

No Hard Copies Necessary Initially: No need to send the physical printouts of the application form/certificates to the OSSC office after applying online. Original Proofs At DV : Candidates will have to produce all original academic degrees, caste certificates and valid ID proofs matching online application submission at the time of final certificate verification stage. Any discrepancy, variation in spelling or failure to produce authentic passing certificate in Odia language will lead to immediate disqualification.
